FSI, Fungible FSI and TDR in Mumbai: What They Mean for Your Building

Under DCPR 2034, a plot's base FSI, premium FSI, fungible area and TDR together decide how big a building can be. A plain guide for flat owners facing redevelopment.

When a redevelopment builder talks to your society, the conversation is really about one thing: how much floor area the plot can carry. Understanding the terms helps you judge an offer.

The building blocks under DCPR 2034

  • Base (zonal) FSI: floor area allowed relative to plot area. One reference puts it at 1.33 for island-city residential zones, and 1.00 to 2.00 in the suburbs depending on zone.
  • Premium FSI: extra area bought from the BMC, linked to the width of the road the plot faces.
  • Fungible FSI: compensatory area (for balconies, ducts and similar) of roughly 35%, outside the base count.
  • TDR: development rights generated elsewhere (for example from road widening or slum rehabilitation) and bought for use on your plot.
In a redevelopment, the FSI your plot can carry is what your new flat is really made of.

Why it matters to you

  • More permissible area means more sale area for the builder, which is what funds a bigger flat or corpus for members.
  • Special schemes (SRA, MHADA redevelopment, cluster development, transit-oriented development) follow their own FSI rules.
  • The road in front of your building affects how much premium FSI can be loaded.

Questions to ask a builder

  1. What total FSI is being used, broken into base, premium, fungible and TDR?
  2. What is the members' share of the new carpet area?
  3. What happens if the FSI assumed is not approved?

Figures change through government notifications. Have your society's architect check the numbers for your plot.
