Ready Reckoner Micro-Zoning in Mumbai: Why Your Building's Rate Could Change

Maharashtra plans separate ready reckoner rates for high-rises and slum areas, based on a micro-zoning survey. Why it matters for stamp duty, tax and resale.

Today, a ready reckoner (RR) zone can cover a glass high-rise and an old chawl on the same street at similar rates. The state wants to change that.

What's planned

  • In June 2026, reports said Maharashtra plans separate RR rates for high-rise buildings and for slum settlements in Mumbai.
  • Rates would also reflect how well a locality is served by infrastructure and amenities.
  • It's part of a statewide micro-zoning survey ordered by Chief Minister Devendra Fadnavis. The Maharashtra Remote Sensing Application Centre was appointed to survey Mumbai.
  • RR rates for 2026-27 were left unchanged. Any micro-zoned rates would come in a future revision.

Why RR rates matter to you

Where RR rates are usedEffect
Stamp dutyCharged on the higher of the deal value and the RR value
Capital gains taxIf you sell below the RR-based stamp duty value, tax rules can treat the higher value as your sale price (within a tolerance)
BMC property taxCapital values are linked to RR rates
Bank valuationsValuers look at RR rates alongside market prices
Ready reckoner rates aren't just a stamp duty number. They feed into capital gains, property tax and loan valuations.

What it could mean

  • Owners in premium high-rises could see higher RR values in a future revision, which can raise stamp duty for buyers and property tax over time.
  • Owners in older or less-served buildings may see their RR value better reflect actual market prices.
  • Sellers whose deal price is below the RR value face tax consequences. Accurate RR rates reduce that mismatch.

None of this is final until new rates are published. Don't price a sale on rumoured changes.

What to do now

  1. Look up your current RR rate on the IGR Maharashtra website.
  2. Compare it with real deals in your building.
  3. If you're selling below RR value, speak to a CA before you sign.
  4. Watch for the next RR revision, usually announced around April.
