Property management in India covers tenanting, paperwork, rent, maintenance and exit. Fees are usually 5-10% of rent plus 18% GST. A 2026 owner's guide.

Owning a rental flat in Mumbai is straightforward on paper: buy, let, collect. In practice, an owner ends up handling tenant screening, leave-and-licence registration, society NOCs, plumbing emergencies at 11pm, TDS challans, and the annual argument about who pays for repainting. Property Management Services (PMS) exist to absorb that work. This guide sets out what a professional PMS engagement in India actually covers in 2026, how the money works, and where owners most often under-estimate the value.
There is no statutory definition of property management in India, so scope varies between providers. A full-service mandate usually spans five areas.
Tenanting. Market pricing, listing and photography, tenant sourcing, background and employment verification, negotiation, and closure. A manager who prices correctly at the outset avoids the far more expensive problem of a flat sitting empty for eight weeks.
Documentation. Drafting the leave-and-licence agreement, e-registration with the Sub-Registrar (mandatory in Maharashtra for every leave and licence agreement, including 11-month ones), stamp duty payment, police intimation for tenant verification, and society intimation and NOC.
Rent and deposit administration. Monthly rent tracking, reminders and follow-up on late payment, escalation clauses, deposit handling, and a clean monthly statement the owner can hand to a CA at year-end.
Maintenance and inspections. Move-in and move-out condition reports with photographs, a vetted vendor panel for electrical, plumbing, carpentry and pest control, periodic inspections, and coordination with the housing society for common-area issues.
Exit management. Notice handling, dilapidation assessment, deposit reconciliation, utility and society dues clearance, key handover, and immediate re-listing.
Three models dominate the Indian market.
Percentage of rent is the most common for long-term residential lets, typically in the range of 5-10% of monthly rent depending on city, asset value and scope. It aligns the manager's income with the owner's, and it means the manager loses money during a vacancy.
Fixed monthly retainer works better for high-value properties where a percentage would be disproportionate to the actual work, and for owners who want budget certainty.
Tenanting fee plus management fee splits the two functions: a one-time fee (often equivalent to 15-30 days of rent) when a tenant is placed, and a smaller recurring fee for ongoing management. Owners with stable, long-staying tenants often prefer this.
Whatever the model, add 18% GST on the management fee. That is a service supply and it is taxable — more on the tax side below.
The cost of a vacant flat for two months usually exceeds a full year of management fees.
Vacancy. On a flat renting for ₹1,00,000 a month, a two-month void costs ₹2,00,000. A 7% management fee on the same flat costs ₹84,000 for the entire year. Speed of re-letting is the single largest financial variable in residential rental, and it is the one owners abroad or in another city are least equipped to influence.
Bad tenanting. Recovering possession from a defaulting tenant in India is slow and expensive. Verification, employer confirmation, previous-landlord references and a properly drafted, registered agreement are cheap insurance against a two-year problem.
Deferred maintenance. A seepage complaint answered in a week costs a few thousand rupees. The same complaint ignored for a season becomes a structural repair and a rent-reduction negotiation.
A large share of managed residential stock in Mumbai, Bengaluru and Pune belongs to NRIs. For them the calculation is different, because the alternative is not self-management — it is relying on a relative.
An NRI owner has compliance obligations a resident owner does not. Rent paid to a non-resident landlord attracts TDS at 30% plus surcharge and cess with no threshold at all, which means the tenant must hold a TAN and file quarterly returns. Rental income must be routed to an NRO account. Repatriation abroad is capped at USD 1 million per financial year and requires the current-generation remittance forms. Getting any of this wrong creates a default in the tenant's name and a refund the owner has to chase for a year.
A property manager who understands this chain — TDS deduction, certificate issuance, NRO credit, and the documentation the owner's CA will need — is doing tax-risk management, not just rent tracking.
Two points owners routinely miss. First, management fees are not deductible against income from house property. That head allows municipal taxes, a flat 30% standard deduction on net annual value, and home loan interest — nothing else. Your management fee comes out of post-deduction income, so evaluate it on service and vacancy performance, not on a tax shield that does not exist.
Second, if you are an owner who is required to deduct tax at source — broadly, a business or a professional above the audit thresholds — the management or brokerage fee you pay may itself attract TDS at 2% once it crosses ₹20,000 in the year, under the consolidated deduction provisions that took effect on 1 April 2026.
Tenanting, documentation and registration, rent and deposit administration, maintenance and inspections, and exit management including deposit reconciliation and re-listing.
Typically 5-10% of monthly rent for long-term residential lets, plus 18% GST. Fixed retainers and tenanting-plus-management fees are also common.
No. Income from house property allows only municipal taxes paid, a 30% standard deduction and home loan interest.
Rent to NRI landlords needs 31.2% TDS with no threshold, an NRO account and repatriation paperwork. A manager handles this chain along with the on-ground work.
