Maharashtra's policy for redeveloping MHADA layouts of 20 acres or more drops individual consent and lets MHADA pick the developer. What residents should check.

Mumbai has more than 56 MHADA colonies with nearly 5,000 cooperative housing societies, many built in the 1950s and 1960s for middle- and lower-income families. Redeveloping them building by building has been slow. In December 2025, the state cleared a framework for redeveloping large MHADA layouts as a whole.
| Provision | Detail |
|---|---|
| Which layouts | MHADA layouts of 20 acres or more |
| Individual consent | No longer mandatory for these large-scale projects |
| Preferred route | DCPR Regulation 33(5), geared towards affordable housing |
| Fallback route | Regulation 33(9) if 33(5) isn't viable, with minimum rehabilitation entitlements protected |
| Planning authority | MHADA, where its landholding is over 50% |
| Developer selection | MHADA picks the developer offering the most housing stock |
| Non-cooperation | MHADA gets powers to act against residents obstructing projects |
Group redevelopment can plan roads, open spaces and services for a whole layout instead of one plot at a time. The trade-off is less say for individual societies and members.
When individual consent is no longer required, reading the rehabilitation terms becomes even more important.
Redevelopment means your tenant will eventually have to move. Keep agreement terms flexible as plans firm up, and give tenants fair notice.
A flat in a layout headed for redevelopment may be valued on future rehab area. Check the actual approvals, not brochures. Our redevelopment checklist for members walks through the documents.
No. Reports say it applies to layouts of 20 acres or more.
That depends on your layout and the policy's final procedures. Ask MHADA or your society's legal adviser.
